Chapter 1. General

  • Article 1. (Purpose)
    The purpose of this Ordinance is to regulate matters associated with attraction of new businesses and support for existing businesses which had moved into the region of Dalseo-gu of Daegu Metropolitan City (“Region”), to advance the industrial structure and vitalize the local economy.
  • Article 2 (Definition)
    The terms used in this Ordinance shall be defined as follows: (revised on 11th Aug 2010)
    • 1. “Establishment of a factory” shall mean to newly construct or enlarge a factory in accordance with Article 2.20 of the Industrial Cluster Development and Factory Establishment Act.
    • 2. “Transferring Business etc’ shall mean a manufacturer which moves into the Region from a overconcentration control region as specified under Article 6 of the Seoul Metropolitan Area Readjustment Planning Act, a local investment company or a foreign investor as defined in Article 2 of the Foreign Investment Act, which moves into the Region.
    • 3. “Industrial Complex” shall have the same definition as that under Article 2.5 of the Industrial Sites and Development Act.
    • 4. “Attraction of Business” shall mean to attract head offices of a company to move into the Region (or into the Industrial Complex in the Region), or factories to relocate or be newly built in the Region (or into the Industrial Complex in the Region).

Chapter 2. Support System for Attraction of Businesses

  • Article 3. (Duty of Attracting Businesses)
    The Mayor of Dalseo-gu of Daegu Metropolitan City (“Mayor”) shall ensure that new businesses are efficiently attracted into the Region and the existing businesses which had moved into the Region are efficiently supported.
  • Article 4. (Support System for Attraction of Businesses)
    • 1) The Mayor shall establish an exclusive team (“Team”) within his organization to attract and support businesses in an efficient and systemic manner.
    • 2) The foregoing Team shall manage the entire range of administrative works required to support the newly attracted and the existing businesses in the Region, and establish a collaboration system with the related organizations to facilitate timely and uninterrupted supports.
  • Article 5. (Support with Infrastructure)
    The Mayor, where appropriate to promote job opportunities for the residents of the Region through attraction of businesses, may provide necessary infrastructure which may take the form of new construction of or maintenance of existing road, sewage works, environmental facilities, etc, within the budget.
  • Article 6. (Provision of Skilled Labor)
    The Mayor shall use reasonable effort to supply suitable manpower to the newly attracted businesses for their early settlement and employment stability.
  • Article 7. (Exemption of Local Taxes)
    Entities moved into the Region pursuant to Article 2.4 hereof shall be exempted from paying property taxes in accordance with the Restriction of Special Local Taxation Act or the Ordinance of Dalseo-gu of Daegu Metropolitan City for Local Tax Exemption. (Revised on 9th May 2011)
  • Article 8. (Government Fee Exemption)
    Government fees levied on the following shall be exempted for entities in order to attract new businesses and support their operation in the Region, in accordance with the Ordinance of Dalseo-gu of Daegu Metropolitan City for Stamp Duties:
    • 1. Application for ‘Certificate of Site Standard for Factory Establishment’;
    • 2. Certificate of Factory Registration
  • Article 9. (Support with Corporate Finance)
    The Mayor shall render full support to the businesses in the Region in their application for ‘finance for managerial stability’ with authorities handling ‘the managerial stability fund for small and medium enterprises’.
  • Article 10. (Operation of Showroom for Manufactured Goods)
    • 1) The Mayor shall provide a showroom to display goods manufactured by the enterprises in the Region, in an area where a large number of people passes, to promote sale of the goods.
    • 2) The said goods for display shall be of those which represent the corresponding enterprise, and selected in the following priority, to maintain order and maximize the displaying effect: goods of the newly attracted enterprise, new product of a manufacture, goods of a promising SME, etc.
    • 3) Competitiveness of businesses in the Region shall be promoted by the Region, by advertising products and businesses or posting business news in the official media and publications (such as Region’s web site, official gazettes etc).
  • Article 11. (Support with Business Activities)
    • 1) The Mayor shall provide information (“Business Circulars”) to the enterprises in the Region, containing business related information helpful and necessary for the enhancement of competitiveness and smooth operation of business.
    • 2) The Business Circulars shall be published on a monthly basis, and distributed by effective communication tools such as fax.
    • 3) The Mayor may subsidize within the budget, seminars related to the management strategy or technology/productivity improvement, or activities related to investment and trading for the businesses of the Region. (Newly enacted on 2nd Jan 2006)
  • Article 11.2 (Promotion of Workers’ Morale)
    The Mayor may, within the budget, provide local or overseas training to exemplary workers of the Region to promote morale of workers, productivity and harmony between management and labor. (Newly enacted on 1st Dec 2011)
  • Article 12. (Legal Aid)
    • 1) The Mayor shall provide free legal aid through the Region’s legal adviser to the businesses of the Region, upon request, for solving domestic business disputes.
    • 2) A lawyer specialized in international legal matters may be commissioned to help the businesses of the Region with export, overseas market development or international disputes arising out of international trade.
  • Article 13. (Special Treatment for Civil Complaint)
    Civil complaints associated with business activities (including the works associated with the attraction of businesses) shall be dealt with immediately, taking precedence over other civil complaints.

Chapter 3. Working Committee for Business Attraction and Support

  • Article 14. (Working Committee)
    • 1) The Working Committee of Dalseo-gu of Daegu Metropolitan City for Business Attraction and Support (“Committee”) shall be established and operated in order to pursue the business attraction activities in an efficient and systematic manner.
    • 2) The current ‘Committee for Coordinating GU’s Affairs’ shall act as the Committee. (Revised on 11th Aug 2010)
  • Article 15. (Function of Committee)
    The Committee shall discuss the following agenda, and ensure that the agenda shall be implemented upon resolution without delay:
    • 1. Identification of new project to attract businesses;
    • 2. Early identification of solutions for difficulties faced by businesses of the Region;
    • 3. Others necessary to support the business attraction activities

Chapter 4. Operation of Advisory Group and Forum

  • Article 19. (Dalseo Businessmen’s Committee)
    The Committee shall discuss the following agenda, and ensure that the agenda shall be implemented upon resolution without delay:
    • 1) The Mayor may establish and operate Dalseo Businessmen’s Committee (“DB Committee”) to seek advice therefrom on the business matters. The DB Committee shall consist of representatives of the businesses of the Region, and provide advice to the Region as to the hearing of and supporting for difficulties or suggestions of the businesses of the Region.     • 3) The DB Committee shall have ordinary meetings once every 2 months, and perform the function of the policy proponent so that the Region would be early recognized as ‘the place for business’.
  • Article 20 (Operation of Forum)
    • 1) The Mayor may operate the FIT Forum (Fusion Technology Industry Forum) (“Forum”) to promote research and development of new technologies or innovation of existing industrial technologies through the convergence of technologies of the traditional and advanced industries.
    • 2) The Forum shall be operated as part of the Academic-Industrial cooperation project of the Region with universities within the Region.
  • Article 21. (Enforcement Regulation)
    Matters required to enforce this Ordinance shall be determined and established as the ‘Enforcement Regulation’.
  • Supplementary Provisions
    • 1. (Effective Date) This Ordinance shall be effective from the date of announcement.
    • 2. (Interim Measure) The ‘21C Dalseo Businessmen’s Club’ and the ‘Dalseo FTI Forum’ in operation prior to the enforcement of this Ordinance shall be deemed to have been established and in operation in accordance with this Ordinance.
